Axolotls prefer tropical fish, which are generally found in ocean biomes. A bucket of tropical fish is better than a single catch to feed an Axolotl.
The fish of the tropical sea are extremely fearsome and are difficult to capture in a bucket. This is why patience is essential. If you’re not sure, check to check whether the Wandering Trader has an entire bucket of tropical fish for sale.

These adorable creatures aren’t a threat to players but they will fight sea-borne threats. They’ll leave turtles and dolphins to their own devices however, they’ll be ready to take on any other threat.
They also have a clever defense mechanism: If an Axolotl is damaged underwater it will die and gain Regeneration. Regeneration status effects can be transferred to a player for a short period after killing a mob which the axolotl was fighting.
